  • The initial meetings helped to establish a framework and identify the key actors for capacity development. The issues, including gaps and needs were discussed and linked to possible strategies at various levels. Based on the framework, the network members created a planning guideline for CD activities in the CEE countries (Pavlovic et al., 2009).
